Gokage summit lie was a must to spread fear

Obito had to lie at the gokage summit to spread fear. The name obito uchiha would not have had anybody scared! Obviously he has gotten alot stronger since then. But imagine the scene give me the 8 and nine tails or I Obito Uchiha will bring war . The kages say obito uchiha ??? Then they all start laughing real hard.

true but we did not know for sure who tobi really was . A more respected ninja could have used his own name to start a war. It was partly a joke about how much obito sucked as a kid !
