First thing I would like to say is I already know senju fans are gonna try to flame me but this is.real. Fact he was killed by 20 elite shinobi. If you guys don't know jonin are considered "elite shinobi". The other hokages beside tsunada could probably take down 20 ninja as a matter of fact minato took out a whole platoon in seconds. The first databook says hashirama died in battle before the first shinobi war but I could never see him losing to his brother in battle. He already lost to hiruzen n he probably couldn't kill tsunda either. I know I didn't cover any of the other kage but let me know if u think their is q kage weaker then tobirama senju.

The Kin and Gin Brothers were part of this elite group and you saw how much trouble they were giving the alliance. Now Tobirama was able to hold them off and 18 other ninjas. Possibly killing them. How can you call him weak? We still have yet to see all he can do. He was renowed as the best water user of his time. Had a Space time ninjutsu and created Edo tensei.

Anyways, in terms of being the weakest Kage "shown", Hashirama and Tobirama were shown to be equal in their fight with Hiruzen. This was made clear. They both got sealed the exact same way too. Other than this, they haven't been shown at all.

The Kin and Gin Brothers weren't part of the squad that killed Tobirama since they had gone rogue from their own village beforehand. I agree with the rest of your post though although going only with feats, Tobirama isn't that powerful but it is obvious that he is.
Okay so name a kage that can beat 20 Temaris, 20 Kankuros, 20 Asumas, 20 Nejis, 20 Yamatos or 20 Zabuzas, etc. I didn't even name ninjas such as Gai or Kakashi since they are above jounin level but I'm sure the squad that killed Tobirama may have had a couple of ninjas on their level as well.
If we go by feats, yes he is one of the weakest kage since all he showed us was a jounin level tech at best. He was a mindless Edo so he couldn't fight to his full potential which is why he didn't get his time to shine. Doesn't mean he is weak in anyway. I do believe Tobirama was a very high level ninja and although he wasn't on his brother's level, he probably wasn't TOO far behind.

You are not weak when you can use master water styles without having water, Edo tensei, and space time ninjutsu. Water can be pretty dangerous consider you can destroy stones, and other stuffs easily.
Tobirama did the same thing with the stone thing Hiruuzen took up and destroyed it, i'll say Tobirama is stronger than Tsunade and Minato

I don't think tobirama is stronger than minato. Worst case scenario he use reaper death seal n they both die.
