Photoshop is awesome once you learn to use it, and it's the software I use 98% of the time.
In terms of free software, I'd recommend GIMP, Paint.NET or PaintTool Sai.

If you need help or tutorials, look on YouTube. There's plenty of helpful tutorials and tips there.
