Actually, he wears kimono's which is not unusual for a guy. Don't see how he dresses like a girl.

The reason why they react that way is because this thread has been made many times before and because it's very obvious that Haku is a boy. He even clarifies it for Naruto that he is a guy. In Japanese he refers to himself as "Boku" in one of his answers, which is the male equivalent of "I". The women use another word if they want to express they are female.

Also, yes, he looks a bit feminine, but that's because he's drawn like a bishounen. A bishounen is an extremely beautiful boy/man; they are known for having androgyn looks.

And no, he doesn't wear a dress; that's a kimono he wears.
