I think that the scroll was to bring back orochimaru so he could sasuke to the one(s) who know(s) everything

But Suigetsu didnt want to revive him and didn he question that possiblility? Suigetsu saw the scroll as a present to Sasuke and to control the war, it dousnt seem likely it would be Orochimaru then.

The only possible explanation i have is that the scroll would be some mass edo uchiha tensei, to summon back all of the dead Uchiha since Tobi had their eyes in his lab maybe Oro had some of their dna to and prepared that scroll for that, I dont think Suigetsu knows Edo Tensei but Oro knows, so he says they might learn Edo Tensei without Oros help, and that controlling would gain control over the war and it would also be a present for Sasuke to see his clan being revived.


Or maybe it would be to summon back Sage of the 6 paths and his sons.
