i believe after reading the fake or not interview with kishi that tobi is izuna.

However i think when madara was alive he started the identity of tobi it makes much more sence because he knew about nagato and is the only one who could give him the rinnegan. So after madara died he planed to use nagato to bring him back and izuna took up the identity of tobi.

I know its my theory but it does make sence right?
