Why doesn't Tobi have to use the chakra rods to control the Gedo Mazo?
Or maybe he does use them, we just haven't seen them? What do you think?

Probably the fact that no tailed beasts were sealed into it made it necessary to steal nagato's chakra to power it, while when it has tailed beasts in it, it can siphon the chakra from them to power it instead.
