Rinnegan Failure or…?

One of powers that Rinnegan possesses is the identifying the chakra (battle of itachi and kabuto). Recently, it seems Rinnegan lost this ability. Let’s investigate some of these;

First, Madara must know that Juubi is reviving due to that rinnegan ability. So, why wouldn’t he take action? If his goal is Infinite Tsokyumi, then he should go help Tobi in order to protect Juubi and tame it and seal it inside tobi. Also, if his goal is different than tobi, he must rush to stop Tobi. So, why doesn’t he do that?

The only explanation that I come up with is that “Rinnegan does not possess that ability”. Of course, some would say that Madara already in his way to Tobi or so on.

Second, Tobi has the Rinnegan, too. He knows that Madara still there due to rinnegan ability. So, why didn’t he send Zetsu to ask Madara for his help to capture Kyuubi and Hachibi and he decides to revive Juubi in his incomplete form?

Are these two related to Rinnegan failure or something else is responsible? Maybe, if we consider that ultimate plan of Tobi and Madara is different from infinite tsokyomi, then we could come up with some explanation. What do you guys think?

simple all that ruins the story. i dont think madara cares of what tobi tryin to accomplish. and madara isn't a edo anymore i dont think.

It's plot and/or madara is already on his way.
Tobi wants nothing to do with Madara anymore i think

The rinnegan does not have that ability it was meant that nagato was a sensor.
