No it just doesnt affect some people
example: someone has a lot of rep bars and someone with like say 1 bar -rep them it would be neutral

You need 50 posts in order to give positive or negative reputation. If you don't have the required posts the reputation will be neutral. It's not turned off because there is no option to turn it off.
