Can someone tell me where it's stated that MS can't develop Perfect Susanoo?

I see some people saying that Rinnengan is needed, others say that it's EMS which is needed, but where is your proof?:shrug:

What proves you that even with MS only, Madara didn't had Perfect Susanoo? How was he able to fight with Hashirama then? Remember that Susanoo has stages like ribcage, etc

So it's not impossible that even with MS only, you can have the potential to awake Perfect Susanoo. It's not because Itachi or Sasuke have not shown that ability that it's impossible.

Remember what Itachis Susanoo did with his body. So it's not impossible that the reason why he didn't had Perfect Susanoo was because he could not master it, or he simply didn't had enough chakra to summon it. The same goes for Sasuke. Remember the difficulty he had from the start to awake just the ribcage, and then difficulties to awake the one with arrows, and then his own full Susanoo, but directly after that he got EMS, so we can't say for sure that he could not have developped his Susanoo even further even with MS only

So i can say that to master Susanoo completely, it depends on your skill or level of chakra.

Nothing proves that EMS or Rinnengan is needed for that
