This page states that yagura may of been a perfect jinchurriki, but as we all know that is impossible as jinchurriki's that are perfect are not affected by genjutsu.

It says maybe for killer bee at well, but as we all know he is a perfect host since we have seen him in action. So in any case, it is evident Yagura was never a perfect host.

Either Tobi controlled both him and the bijuu or Tobi;s genjutsu was just that strong.
