IDK about you guys but do you think that Kishi made Naruto make idiotic moves when one-tailed Naruto faced 2 Cursed state Sasuke in part one he did this:

Naruto was an idiot for aiming on Sasuke's forehead Protector while He could aim for his chest just because Sasuke dared him to land a crack on it.
and yet lately:

Naruto spammed Tobi's mask with rasengan while he could've destroyed him if he aimed to his heart again just because of his curiousity to know who's Tobi ...
what I'm trying to get is why didn't Naruto hit Sasuke in the chest so he could've defeat him?, and why didn't he smash Tobi's heart and kill him then he can stare at his face as much as he wants?
