White Zetsu clones, unnamed Alliance ninja's and Konoha ANBU are the only real fodders in the series. The reason that they are is because they seem to die very easily for ninja that should be better.

But the great community on NB seems to think that underdeveloped characters are fodder. This in fact isn't true since we just haven't seen their full extent for plot reasons.

I agree that even ninjas such as Ino and Tenten are not fodders and are considered above average ninjas if we were to magically teleport to Naruto Verse and talk to the common ninja.

The fodders who do have names are: Gatou and his bodyguards, Iruka, Mizuki, demon brothers, Yoroi, Misume (guy who faced Kankuro) and Konohamaru's two team mates. That is pretty much it IMO, maybe even Ebisu but he is considered to be a jounin so whatever take it as you desire.
