Hokage has better techniques,IMO...

The Hokages have among them some whom have been the Greatest Kage of their age...Using abilities such as; FTG,Edo Tensei,Mokuton,Hokage Style Elder Jutsu: Kakuan's Tenth Edict On Enlightenment,Genjutsu: Infinite Darkness Jutsu Dead Demon Consuming Seal,Rasengan,Sharingan...etc

o i didn't look at the polls or the thread correctly lol
i would have to say raikages because because of the 3rd raikage mostly(he has almost indestructable skin, he can cut you in half with 2 fingers, and hes fast)
and the 4th raikage is the 4th or 3rd fastest in the history and they can't be put in a genjutsu(first fastest overall is minato, then naruto, then tobi imo)

But do you mean out of all the kages overall (including past ones) or the current kages?

If it's all, the Hokages take it. If it's current, then probably Tsuchikage.
