Cant they just cremate the dead bodies so they cant be EDOed? (since this summoning needs DNA)

Even if you cremated the bodies, DNA could still have been attained from hair and skin cells left around during the persons life. Additionally, no one was prepared for edo tensei to be used on this scale.
