Kakashi surpassed Oro or Tsunade??

No. He has Sage Chakra and has knowledge on Sage Mode, but he does not have Sage Mode. His host's body couldn't handle it.

you are correct, orochimaru could never master the sage mode, beccause his body couldent handle it, but he already has the knowledge, etc on how to learn it, he just needs a body whos compatiable

When conducting research about Jūgo's clan, Orochimaru eventually tracked down the source of their power: the Ryūchi Cave. It is assumed that here he was trained by the White Snake Sage in senjutsu and attempted to learned how to use Sage Mode. However he was unable to use this power to its full potential due to the frailty of his host's body, making it an inviable option for battle altogether. However he does have enough knowledge to both release another person's Sage Mode and absorb the senjutsu chakra inside them as seen with Kabuto.

He knows how to use it but the strain it puts on the hosts body makes it pretty much useless. So he can't use it for battle. But he is able to use Sage Mode chakra. Every one of his cursed seals is imbued with senjutsu chakra.

I'm not sure how I'd rank Kakashi and Tsunade because Tsunade's talents rely more off the battlefield than on, and even then she's still a monster on the battlefield. They'd be about equals. But I wouldn't say that Kakashi has surpassed Orochimaru.

But again You cannot have Sage chakra without having Sage mode. He is able to use it..... but he hasn't perfected it... Only way to gain senjutsu chakra is to use senjutsu itself.

Lol no Orochimaru just left because he knew Sasuke would come to him later on. He could have snatched Sasuke but then Sasuke would try to escape and not cooperate with Orochimaru. Also they were inside Konoha at that time so Oro can't afford to blow his cover because he'd have to fight like 10 jounin and the Hokage at the same time.

Yeah, that is true indeed, but as time passed, they both developped in power, so who knows.
But if we follow the story that's how it is.
To be honest, I would really like for Kishi to go back and somehow focus on their story.

To be honest despite fighting a long time with Madara and not showing that much extra, I'd say she probably has more in store. Kabuto stopped Tsunade from harming Orochimaru by giving him what appeared to be lethal chakra. That plus the fact that she seems to have a lot of medical knowledge and chakra control implies she has other tools if given the right scenario. Maybe some extra sealing jutsu too.. Summoning: Medical Ninja Toolkit? xd

Kakashi, Orochimaru, and Jiraiya seem to be heavily ninjutsu based though. So the more panel time they have, the stronger they'll appear since they get to apply their unseen jutsu in given scenarios. IMO that's why I think that implied meanings should at least be a supplement to feats, since it's really what makes up the plot line in the end.
