They don't know who Tobi is.. Kakashi knows he has Obito's eye now, that's why he's constantly saying to himself "No, it can't be Obito. He's dead.". If anything he is mind****ing Kakashi. Imagine what Kakashi must be feeling. This doesn't mean in any way that it's Obito.
