She's alright but Kishi originally made her character to show weakness, the same with rock lee. In part one, that is apparent through her little character development. IN part 2, though, she was still a character that represents weakness due to the fact that she has strength, but can't use it properly, making her technically useless as a fighter.

Excuse me? In the Sasori fight she was able to read his fighthing pattern style by her OWN as stated by Chiyo herself and even Sasori admitted that she is a 'brat' to take into consideration.

Evasive skills and all the other tricks she's learned from Tsunade makes her useless? What manga/anime have you been reading/watching?

She is there to show emotions. If you consider emotions as weaknesess than ..dunno, that's your thing.
