Wow so you need to know how to draw? That sucks, i knew kishi could draw, but i thought people did it for him anyways.

He can't be a mangaka or be known as the mangaka of Naruto if he can't draw. Yes, he has a team to help him out with the chapters, but they do mostly the shading, adding more background to it ...
Kishimoto-sensei is the one who does the most probably: drawing the characters etc.
There are mangaka teams in which one creates the story and the other draws it completely, but even then the creator of the story has to deliver rough drafts to his partner because otherwise the latter would probably have problems with creating the perfect setting.
As for your question: no, he's not on this base. Most Japanese people aren't good in English; sure they study it, but not many are fluent in it.
I doubt Kishimoto-sensei can read and understand English.
Aside from the language barriere, he has barely time to rest and sleep. His regular schedule contains four hours of sleep a day and just two hours of rest or so which includes eating as well.
He probably doesn't have a lot of time to go search on the internet for Naruto forums and probably doesn't even bother reading the theories. He might do it if he has time, but I doubt it.
