Iruka-Chuunin (Although he was asked by the third Hokage to become a Jounin he denied it so that he could teach at the academy)
-All basic Ninja Jutsus (substitution,clone,transformation,etc)
-Barrier Jutsu
-His Paper Bomb Jutsu from the Anime

or

Ebisu-Special Jounin
-In the Anime he used Fireball Jutsu and Shadow Clones.

Personally i think Iruka wins but what are your opinions?
