What the unstable version is, is just the maximum amount of chakra that the person can put into his version of Susano'o, achieving the final form. But the thing is, Sasuke hasn't stabilized his yet. Whether Rinnegan is required to stabilize it or not is not yet known, and should be explained by Kishi later on. Since Sasuke hasn't stabilized his, it's just wild chakra flowing around him, in a weird mutated form that doesn't really make sense. As we know, his Susano'o has a hawk beak, and it seems to have hawk hands, because of the overlapping shapes on the arms.

As good a guess as any, and it does hold with his hawk affinity. We've seen other people with very close affinities with animals to the point that those animals were the theme behind many of their jutsus. Orochimaru obviously did everything with snakes, and Jiraya did almost as many things with toads. Naruto's use of Toad symbolism is less than Jiraya's was, and arguably Naruto also has a lot of fox symbolism to toss in there as well.What I'm really saying is, Sasuke's stabilized form of Susano'o is going to be a hawk.
