The requirments to get Rinnegan is as now still unknown but i believe Madara figured it out by reading the last part of the Uchiha tablet. He was the only one that could read it since he was the only one with EMS.

Fighting Hashirama was somehow apart of it.

• He knew he was going to die.

• He knew he would get Rinnegan

• He knew the Rinnegan's ability to revive

• He revived his brother just before he died.

Izuna had given all his powers to Madara. So when the revive occured Izuna was blind and powerless making him a shell of his former self. Izuna takes on the role of Tobi.

Probably because he wasn't strong enough, and he didn't have large chakra reserves. He said it himself, that he is just a shell of his former self. Probably that's the reason why he gave the Rinnegan to Nagato, an Uzumaki member. Of course if he didn't lying and Nagato awakened the Rinnegan on his own.

Shell of his former self is far from being bullshit. It would not be stated simply to confuse us.

Nagato's key differance from other was the fact he was an Uzumaki. That was most likely the reason he was given the Rinnegan from Tobi for yet unknown reasons.

Well that seems to be how it works. Revival always seems to be in the state the body was in, when the person died, age etc., but with no injuries of course..

Anyway I don't believe he used rinnengan to revive his brother

They would be revived by different techniques. One being Edo tensei and the other would be using the Rinnegan.
