Ok im suggesting one of the mods set-up another site that doesnt use the same server as nb or opb but instead uses a different server/host site like "webs" and when nb and opb are being updated or are down they go on to that site and give information on the status of nb and opb like "NB: Down due to server maintenance" or "OPB: Server crashed due to server overflow" or such things, tell me what you think?

Bad idea.
Explain to me why its a bad idea o.o?
They would have to buy new hardware for that(I think).
And no they wouldn't have to because if they use a host site like webs(google it and youll see what i mean) and just input the homepage file then bam no new hardware needed to use or anything xD

EDIT: Webs is a free hosting site so no expenses for the mods or anything :D

There are other websites from where you can check if a certain website is down or not.

Because, like Dark said, these websites already exist.

If advertising was allowed, I would link you.

It means more work for the admins.

Facebook and twitter are also great places for info about the site.

Facebook account should be posting statuses for long term maintenance.
Atm its only used for manga/anime updates aka nothing much...

In 4 years, never has this happened. So, it means it something out of the ordinary with out of the ordinary circunstances. Versuvio is on vacations away from his work station, Zise and Rei as well. Nexus is the only active admin right now but its meaningless as the only one to be able to work on the servers is Versuvio since he owns them.

Now, because of this, things aren't going on as usual. Normally, versuvio puts an annoucement, FB or Twitter update about the sites maintenance or instability. However, since he's not available at the moment, thats not possible. Also note that, if he was available, all of these issues would have been resolved and no annoucement system would be necessary.

If NB is down it means its for something out of the ordinary and as such, no notification would be usefull.

Just be patient and enjoy the summer a bit when NB is down. It will be here afterwards.
