Im going with the second part. Tobi definately knew something about his past relatives(seeing how Tobi live so long). He had to know something about one of those relatives that amazed him, something he knew would help him for everything he does. Maybe that relative was too strong for Tobi so he went to Obito for his eyes(just as Oro couldn't kill Itachi so he went for Sasuke). Im thinking Tobi wasn't so strong without the S/T he has know.
