I think it had to do with the Rinnegan or Gedo Mazou. Don't forget that Tobi didn't need to use a machine to control his pains so I don't believe it had to do with the machine (wheelchair, lol) that Nagato used.

He didn't use Gedo Mazo it was like. It looked like the body but sort of like the head of a dragon and it was purple when he was going vs Hanzo for having him kill Yahiko. And if the jutsu he used came in contact with you it like stole your soul. When he used that technique he had gotten the rods placed in his back.
