Nah, definitely not Itachi and Minato himself is still debatable in my opinion.

OT: On my list he is either 7th or 8th depending on where Itachi should go. Seriously, I can never figure out who is the strongest between the two.

Yea but Tobi has counters for all of Itachi's jutsus+ Tobi used to train Itachi for the Uchiha Massacre so he probably know about Itachi's MS Techs but I doubt Itachi knows about Tobi's S/T

Be a problem, doesn't actually mean he would beat him. In the face of Kakashi, Gai and Naruto's exploits against what has essentially been a 3 tomoe Tobi, Itachi's chances are oh so low.

I think Minato is a top 4 or 5, cuz of brain, speed, mastered most all of seal techs, the fourth hokage, and a true legendary ninja.

Tobi hasn't used any Rinnegan techniques, it essentially is the same Tobi which fought Minato. And if you take those panels as absolute you might aswell take Jiraiya > Pain and Hashirama > Edo Madara as absolute aswell. Feats wise, Itachi has no answer to Tobi's abilities.

That was just to hype Itachi up, like when Itachi said it's useless to bring backup when fighting Jiraiya does that mean Jiraiya>Itachi, Kisame, and more Akatsuki members, or when Pain said Jiraiya would have defeated him with knowledge, or when Zetsu said Itachi's Susanno is invincible then minutes later Kirin broke through it and besides Itachi has no move that will harm Tobi
