Going by general argument,Tobi is at or near the level of the SO6P(Read first)

Since we do not have accurate data concerning the SO6P,most people say that the sealing of the Jūbi inside himself is the feat which puts him head and shoulders above all other Shinobi,considering that it is an amalgamation of all the 9 Bijū and would hence require insane levels of chakra to seal.
Yes,he created the moon and the Bijū,but in my opinion,it just boils down to having enough chakra to create such a large structure and masses of chakra.
Nagato could only manage a smaller version of the moon because he did not have enough chakra.

Tobi is confident of sealing the Jūbi into himself.This means he must have chakra levels at that of the sage,or closeby.
Following this logic,Tobi must be at atleast the base level of the sage of the 6 paths.
Either the sage is greatly overrated or Tobi is incredibly strong.Meaning Naruto.would have to reach the sage's level to defeat Tobi.

I don't think so. Remember Rikudou sealed the Juubi while it was complete, and not just it's chakra like Tobi is planning to do.

That is somewhat true, but Tobi is arrogant. He referred to Kakashi and Guy as maggots and was totally underestimating Naruto. He would do anything to see his plan through and his arrogance is probably blinding him from the fact that only the Sage could logically seal the 10 tails inside of him.

The Sage is called the Sage of Six Paths because he had the six paths, right? I don't think Tobi has the six paths.

He called Nagato the third.
