I mean, what are her feats so far in the manga?:

- Having ONLY 2 KKG; mastery over 3 basic elements and 2 advanced elements (Too common)

- Melting Susano's ribcage without so much as batting an eyelid (Too easy)

- Flooding the terrain with lava and impeding Madara's movements (MEH. Spammer.)

- Single-handedly countering Madara's Katon jutsu followed up with an immediate attack that sent his Susano'o flying (MEH. Not Impressed. He's ONLY Madara)

- Not acting against her better judgment and choosing to back down from fighting Madara instead of forging on with sheer 'willpower' and 'determination' and 'balls' (Stupid, of course. Having willpower is enough; no need for brains)

Well she is not a kage for no reason she is just weak compared to all the other kages.
