Anyway to answer your question: not many Uchihas were powerful enough to be resurrected. Most Uchihas only has the regular Sharingan, if they had it, because not everybody developed the Sharingan.
Resurrecting Uchihas with only a regular Sharingan wouldn't have delivered much problems for the opposite party. Why waisting energy and time on resurrecting regular Sharingan bearing Uchihas when he can resurrect the really powerful ones like Madara and Itachi?
Plus he probably couldn't find a lot of DNA. I assume the clan's members are buried somewhere in Konoha and that would make it difficult for him to sneak in the village and steal some DNA.
So lack of DNA and only a few Uchihas worthy enough of being revived. *shrugs*

im not sure now what chapter it was, but madara has a laboratory full of uchiha eyes and i also think he did not bring up the effort to select the worthless eyes. So if Kabuto would simply use the DNA from those eyes, he could bring back a lot more strong Uchihas

Madara has that yes, but does Kabuto have access to that lab? I can't remember if he has.
And generally, Sharingan eyes are not worthless. But regular Sharingan bearers don't present the same kind of danger that a Mangekyou Sharingan or EMS eyes present.
In the history of the Uchihas, there haven't been that many really powerful Uchihas like Madara and Itachi. Most members just developed the regular Sharingan (if they already developed that) and that was it. Only a few went to the next stages of them.
So when raging war, it's better to bring back those select few that are really powerful like Madara and Itachi, then bring back a whole clan with just the regular Sharingan.

They both didnt have their eyes when they died, so they are powerless.

Sasuke has itachi's eyes but when he was revived itachi had eyes and so did Nagato so why wouldn't Shisui or Izuna?

I'm blown away that he found that many corpses to begin with; maybe he couldn't get em all. ;x

Most of the fight was against zetsu clones.Most of the people that were revived were higher level shinobi.
