Not really, from what I've heard and noticed, it has several servers running on, and only one of them is working, If you keep refreshing the page (about7 times max), the page will come up.

Damn I almost forgot how badass Luffy is after the time skip. I know it wouldn't make sense but I wonder if Luffy was that strong during the war, I wonder how much things would've changed.

Well, with Haki, he could probably have defeated one of the admirals (probably Kizaru), and he could have pwned Sengoku.
