He kind of did. Jiraiya mention of Madara possible revival during the Nagato/Jiraiya Battle. Minato also mention Tobi of being Madara during the Nagato/Naruto Battle. Throughout the series he was refereed to the masked man by many. However, you could be right, but thoughts are still open about his identity because less is still known of his character.
