What do you think will happen after Tobi is killed? Sasuke is still there.

and then he left with him.

Susuke isnt the only problem, but Orichimaru is back as well, meaning that they have to kill him as well

As much as I want Oro to live, he will be executed for his crime, same goes for Sasuke "UNLESS" they do some major life saving in this war. If Sasuke makes some deal with Oro "You win me the war - I give you my body" (he's not that type, but assuming), Oro jumps in, saves some important people somehow (read Kages - by some major Madara tweak) both get a pardon.

Orochimaru gets the resposibility of disposing the war dead and adopting the war orphans (HISSSS!) Sasuke goes home to Konoha and restarts the Konoha Police force.

I want there to be like a final Akatsuki (Takatsuki) led by Sasuke whose goal is to crush Konoha

Sasuke, Juugo, Suigetsu, Karin maybe if she isn't converted to the Shinobi Alliance because of what Sasuke did to her, Zetsu, Orochimaru, Kabuto, Hidan (!), Madara (Not really a follower of Sasuke since he is too proud for that. More like helping them but not officially a member of the team)

This could be the reason to bring up Hidan again. It makes sense because right now he probably just wants to kill Shikamaru and he'll be there defending Konoha.

Orochimaru might know a way to stop Madara and he and Sasuke might work together so Orochimaru can take over Madara instead (Somehow there is a way to take over Madara which is easier than taking over Sasuke). Or there is another explanation and there are thousands of potential reasons to why Orochimaru might help Sasuke, or "help" him.

The war might end but not all bad guys are defeated. The stories with Sasuke and Madara will most likely continue after the war or at least after Tobi is defeated.
