Obtaining the Eternal Mangekyou Sharingan

I was just wondering... if you can get the ems by taking your brother's eyes, why can't brothers mutually exchange their sharingans... the fact that izuna was blind makes me think of whatever the f*** happened to madara's eyes after he took izuna's... you could argue that madara was practically blind when he took izuna's eyes but itachi's eyes work as though they're brand new on sasuke... sooo...?

I'm new to naruto- in fact its my first post, hope there was no newbie mistake in this doubt =]

I think the only requirement is that both have MS from before... why they wouldn't exchange their eyes earlier is probably because they didn't know about that
