Did Nagato lie?

During the Pain's Invasion arc, Nagato explained his plan to Naruto.
But after watching Tobi vs Konan, I discovered a potential plot hole:

Sorry I couldn't find it in the manga, so I had to take a screenshot.
But you see they approved of it, so maybe Nagato lied to Naruto because he
wasn't allowed to reveal it, which is very weird... Did Nagato lie? Or is this just
a mistake?

Eh, I'm going to say that because there's only anime evidence (as far as I know), it's BS.

If there is legitimate manga evidence, it's possible that Tobi called it Tsuki no Me but said it was what Nagato said it was. It's just a name.
