Who's the strongest shinobi in Konoha ?

I will not put Hashirama here, because he's who made the village ( Konoha ).

Okay, who's the strongest shinobi in Konoha, without Hashirama ?

My opinion, Minato or Jiraiya : This 2 are the most famous legendary ninja in Konoha.
I want to put Hiruzen, but all of u says he was a god of shinobi, but a lot of shinobis is stronger than him for sure, like Minato or Itachi is stronger than him though.
Itachi is a genius and strong, but sometimes he failed. Minato and Jiraiya is the one who knows what the shinobi should live, therefore I want to put them here, like the will of fire.

Minato : The fourth hokage, known as Konoha's yellow flash, legendary ninja, fastest ninja, mastered at sealing jutsus.

Jiraiya : Knows as a legendary ninja, legendary sannin, many ninjutsus and taijutsus, he is a pervert, but a fine shinobi.

Naruto should be here, but he's too young, he is strong, but not as strong like Minato and Jiraiya.
Yes Naruto surpasses both of them, but he can't defeat them.
