A Question about the Masked Man

If you guys recall, the masked man took control of Yagura (Sandaime Mizukage) of Kirigakure during the era of the Bloody Mist; through Yagura, he made sure that all Kekkei Genkai users were hunted down and executed.

Now, what exactly is his agenda? What was his purpose of killing off the KKG bearers of Kirigakure, and why Kirigakure only? How does it fit into his grand plan?

Thoughts/opinions?

PPS: I am calling him "the masked man" and not "Tobi" because I do not wish to assume that they are one and the same. This is just to allow room for more imagination

Better question: How the fu*k did he manage to put a kage who is also a perfect jinchuuriki under genjutsu in the first place?

Because Tobi is that bad ass, but really I don't think he did that, the individuals of that village were scared

The reason the village didnt want kekei genkai shinobi was becase of the kaguya clan causing a civil war
So i dont think the masked man had much to do with that
The masked man probavly only wanted fo find a way to make kisame a part of akatsuki IMO

IMO, the series so far has proven to us that your resistance towards Genjutsu (or any illusionary technique for that matter) is irrespective of how powerful you are in terms of chakra reserves, jutsu, etc. I mean, Naruto, being the Jinchuriki of the 9-tails has been shown to have fallen prey to Genjutsu techniques more than once. It shouldn't come as a surprise that Yagura was put under a Genjutsu by a skilled Dojutsu user like the Masked Man (or Tobi).

Thats because Naruto and Kurama wernt friends at that time, but now genjutsu stands no chance

actually KKG in the mist was not to be used cause after many wars of clans
