Back then Tobi met Itachi and Kisame, he had a long hair exactly like Madara and Izuna.
I think he used a hair wig to let them knows Tobi is Madara though.
I am not sure he used it, but it seems he using Zetsu to make a hairstyle to make Tobi longer hair like hair wig.

Tobi used that to let Itachi and Kisame to join him, besides his ability is great to.
