I dont get it,
Tobi had his dematerialisation abilities well before in the series...like when he was a baby or a kid...then why didnt he just phase his way into the village and simple transport him to his other dimension - 9 tails right there...then he wouldnt have to worry about it now lol...

Well the flaw in this plan is that the bijuus being sealed in the Gedo Mazo have to be sealed in order. I think when shippuden started Gaara's Shukaku was targeted and sealed first then Yugito's Matatabi then the Isobu bijuu and so on. Somewhere in the manga someone from the ataksuki stated that the bijuus have to be sealed in order or else the statue would crumble. Now if Tobi was to go around snatching jinchurikis at that time he most likely would become the most wanted ninja alive since two villages were already in pursuit of the atasuki for taking their hosts(ex. Killer Bee + Gaara). And if they took Naruto before the time was right there's no doubt that the leaf would hunt down ataksuki with all there might. Kumo, Suna, + Konoha would be on the high hunt for Tobi most importantly lol. Also one other thing Killer Bee was a perfect around that time seeing that he + A fought Minato a decade or so back so he wouldn't go down easily nor would A for that matter. That answer your question? lol

No research had even been completed on the akatsuki at this stage of time - nor was Tobi hinted to being a member of their group aat this teime... + Tobi could have been in and out without anyone noticing - he did t to get to the shrine with only itachi noticing afterall...it wouldnt have been so hard for Tobi to take naruto as a young child and gtfo the village...

also he could have just looked after naruto until Gedomazo / other tails had been collected - it wud have been a hell ovalot easier to collect these beasts about 8 years before the akatsuki had planned to...

the only flaw is if they beasts need to be sealed in order - but im not sure if thats necessary

I remember the akatsuki saying they needed to get the tails in the numerical order, so he needed to get Killer Bee before Naruto anyhow, and I'm sure at the time, Killer Bee would have been a lot tougher to get with the way Tobi was without rinnegan.
