OT: He is probably in the Sand Village and looking after the security and administration of the village because without the Sand Siblings, someone needs to be in charge of the political affairs. They also need strong ninja to be able to defend the village against any threat that may occur. Although I believe even Kankuro and Temari are probably stronger than him so he won't be much of a help at this point in the war especially because he is a close range fighter who will get owned if he tries a frontal attack on Tobi or Madara.
