This jutsu is essentially a doubled version of Eight Trigrams Sixty-Four Palms. Like the former, it closes off the opponent's tenketsu. However, it closes off twice as many (128) at twice the speed. Alternatively, it can be used to hit a great number of targets very quickly.

Sasuke increases the range of his Chidori by using form manipulation to extend it into a blade up to 10 meters in length. This blade is capable of splitting into multiple additional blades upon contact with an enemy, drastically increasing the number of wounds it can inflict. However, each of these additional blades is proportionally weaker than a single focused Chidori. Like other Chidori-related techniques, this jutsu will numb any target it hits.

Kirin is an extremely powerful, one-shot, lightning technique created by Sasuke Uchiha. He draws natural lightning directly from thunder clouds to supplement the power of his strike and controls it with chakra. Due to the technique using natural lightning, which Zetsu says reaches the ground in 1/1000th of a second, it is possibly the most powerful lightning technique. However, the preparation time required also decreases the technique's efficiency; if there are no active thunder clouds the user must create them by using powerful fire techniques to produce the necessary storm conditions.

Once a lightning source has been acquired, shaping and guiding the lightning to the target requires very little chakra. In addition, usage seems to destroy the thunder clouds as the sky cleared up of clouds after use. As such, this technique can only be used once in a fight. The technique can completely obliterate a mountain.

I think sasuke destroys neji. not a fan of either but I think it's fair to say sasuke wins without going into further detail

Sasuke doesn't need the CS to beat Neji. CS Sasuke beats Neji with mid difficulty. Current base Sasuke beats Neji mid-high difficulty.

I bet a fully charged chidori will pierce Neji's rotation just like it pierced A's lightning armour. Also Sasuke has showed us greater feats than Neji which is why I am rooting for Sasuke. Sasuke also has a hawk which he can fly on and prep kirin without worrying about Neji.

For defensive purposes, Sasuke uses chidori nagashi if Neji attempts to come close and close off Sasuke's chakra points. Sasuke has better speed, intelligence and stamina feats than Neji. The only advantage Neji has over Sasuke is taijutsu but taijutsu superiority alone won't help you win the match if your opponent has great ninjutsu and genjutsu to back up his decent taijutsu. Also the kusanagi blade is something that Neji should fear as it is a legendary blade and if Sasuke enhances it with raiton, it's piercing power is increased dramatically.

Chidori wont penetrate rotation. I can prove it in a detailed explanation.

Sasuke is one of the main characters, so of course hes gonna have more feats. What do you expect?

According to databooks, Sasukes speed and stamina are both equal to Neji's. Their intelligence stat is only a .5 in difference. All in all, base Sasuke will either win with very high-diff or lose. Thats how close it is.

CM Sasuke however, is more likely to win, though it would still be with high-diff.

Also chidori nagashi's purpose is to slow Neji down and to keep a distance from Neji. It can also potentially paralyse Neji for a moment giving Sasuke an opportunity to strike.

First Sasuke needs to summon using hand signs, something that will take time for him to do. In that time, Neji could be upon him and attack him before it is summoned. If he does manage to do so, then Neji wil be screwed over.

However, Neji could use the byakugan to read his chakra to determine when he would be using a jutsu. Rotation could be used to hold off the effects of Nagashi and attack Sasuke as well.
