The Bijuu all acknowledged Naruto as the next one to lead them, in fact, Kurama himself likened the potential of Naruto's power to that of the sage. You're right that he wasn't dubbed the next SO6P, but cmon, there are so many indicators, hell even Tobi said it doesn't matter who Naruto is becoming (hint: the next SO6P). I don't think it's necessary for Kishi to outright call him the next SO6P.
