Was Tsunade planning to marry Jiraiya if he came back?

So I was watching the new dubbed episodes and Tsunade was waiting for Jiraiya to return from the Rain Village. She said something along the lines of "When he comes back he won't be the cool one anymore" and also something else which I can't remember. It got me to thinking though. I know she knows that Jiraiya has always loved her so was she planning to ask him to marry her or something when he came back from the Rain Village?
