I think it is minato. The point is that the tactic to harm tobi was thought by kakashi in 5 chapters and minato did it in an instant.

i used to think shikamaru until this last chapter since he has to stop and sit down to think. kakashi can make his theories while fighting. and while minato did figure tobi out faster than kakashi, tobi had way less power while minato was fighting him
