tobi can use S/T long range

I have seen many threads saying tobi cannot use his S/T in long range.
But in Sasuke Danzo fight he tries to save Sasuke with his S/T tech from where he sat.

It's like : He can't send something into other dimension without touchi it He did something to the sword

Oh' he also did it to karin once, he just sucked her in so she could heal sasuke. Also if I remember correctly he did it to Fu or Torune, but that may have only been in the anime.
