I think Jiraiya COULD win, but Juugo is a power house, Suigetsu is play doh and Sasuke is Sasuke.

I think the location plays into Jiraiya's hands, as he was able to successfully stall his opponents and activate Sennin Mōdo. Normally, Jiraiya would have difficulty dealing with MS Sasuke, considering he has no reasonable counter to his Susanoo arrows or, of course, Amaterasu. But if Jiraiya plays it smart, he can pick off the Taka members one by one, seeing as Susanoo is not particularly suitable to this environment. This is especially true if he manages to use Gama Rinshō. Ultimately, however, Taka should have too much for him to deal with.
