This is basically the way I see someone surpass their sensei. If you think there is something wrong please tell me, but this is on my perspective.
3rd hokage(hiruzen sarutobi): nicknamed the professor due to his vast knowledge of jutsus he was said to be incredibly strong in his prime. Along with Enma he was a pretty hard person to defeat. training the legendary sannin he was of course the greatest ninja of his time.
Jiraiya: Strongest of the legendary sannin and teacher of minato and naruto not to mention nagato. He was another legend being that he was a master of the rasengan and nicknamed the toad sage for his achievement in unlocking sage mode but not fully as he versed pain he had to use fukasakus and lady shima to conserve energy for him.
Minato: My fav charcter and creator of the rasengan and nicknamed Yellow flash for his god speed. He was known around the world for his ability to use FTG technique and therefore he was the most strongest ninja of his time. Being able to defeat masked man and relese kyuubi as well as sealing kyuubi in naruto and himself as well as using eight trigams seal he was also a master of sealing jutsu.
Kakashi: Earned the name copy ninja for his ability to copy peoples jutsu using sharingan which was given by obito. he mastered the sharingan to MS but unfortunately cannot use it for long being that he dosent have the blood of an uchiha. He is an all rounded fighter and is master of naruto and sasuke. favourite jutsu is lightning blade, chidori he used kamui to take down gedo mazou which proved of his strength and ability. therefore kakashi is pretty much at a high level that can even surpass kage.
Naruto: not much to say unless that he is a badass. son of minato and surpassed the rasengan. he also fully unlocked sage mode and bijuu mode. now able to comunicate with kurama he is now able to switch like bee which now increases his strength dramatically. making him as powerful as anyone else except tobi, madara etc. he has still a long way to go.
