Help with Photoshop Cs5.

Does anyone have a tutorial or know any good tutorials for making Naruto sigs? Im new to photoshop but i dont really know how to use the tools and make new backgrounds and brushes. Can anyone help please?

Ive tried but they are all about photographs and whatnot. I can't find any about using pictures from the internet or anything.
