Okay here goes,

THEORY: You guys remember when Itachi and Sasuke were stuck in that paralysis genjutsu right? And they broke that genjutsu by putting themselves in another genjutsu.

So, if someone were about to fight a Sharingan user all they would need to do is create a clone, and have that clone layer them in a genjutsu. That way, if someone were to accidentally look Itachi or Sasuke in the eyes, the genjutsus would just cancel each other out.

well, i guess genjutsu will not work well when the raiton armor is activated.
Also a jinchuuriki with a co-operative bijuu will have no problems when fighting a genjutsu user.
Also, don't compare an Itachi genjutsu to a Sasuke Genjutsu.

Nobody said genjutsu will not work on raikage. He just seems to be good at escaping them but it is possible and a bet tsukuyomi is the type to affect him.
A Bijuu can only escape from genjutsu because the bijuu acts as the partener to send chakra into the body. However itachi's tsukuyomi has already bean stated that that method is ineffective. The only way is being a uchiha Or dont look into his eyes.
