basically he needs to get the byakugan and defeat hinata or her sister to get the byakugan and this can happen since hinata's body guard is not stronger than lee and if lee took the advantage of going against the body guard he can beat them and take hinata byakugan to help his chakra control to see his inner coil system to know how to use his chakra threw out his body to make his jutsu's effective like the ninjutsu's beside's the eight gates.

it does give the hyuga great chakra control, they see every thing and see the whole chakra system and they can even manipulate the chakra themself to an extent to spiral it out around their bodies which is not possible but only the bykagan user's can do it.the jutsu is heavenly rotation which is why it cannot be copied by any other person or used by, only byakugan user's for their great chakra control.

Just because one can see his chakra cirulatory system does that mean he can control it? Byakugan also allows users to see their organic systems, does that mean he can control his blood flow? No. Implanting byakugan may only aid him in to understand whats wrong with him (Any byakugan user may observe him and find out his faults, he necessarily does not need to implant them on himself for that purpose) but it wont grant him the ability to control chakra. Plus we dont know that if it is some kind of birth defect that does not allow him to control chakra.
Also as Lee is a non hyuga and needs to activate Byakugan like Ao . . . he wont be able to activate byakugan as it requires him to use chakra to sustain his byakugan in the first place. So if he cant use chaka how can he activate and sustain byakugan using chakra in the first place?

yes you can hit your self in certain points to manipulate your chakra flow so yes with the byakugan you can manipulate your chakra and your opponents.
