i think Hiruzen sarutobi is one of the top 3 ninjas in all of narutoverse, he took down 1st & 2nd hokage at an old age! he learned his fighthing from 1& 2 hokage too! he is known as the god of shinobi, i would have loved to see him in action!

Madara and Hashirama > Everyone else

Madara and hash are the two strongest ninja ever, besides SO6P. And, possible Naruto and Sasuke in the future. Hiruzen MAY be top 3, behind Hashirama and Madara. That wasn't Hashiramas full strength back then.
Hash fought Madara up close, and the Kyubi with his woodstyle at the same time. Go watch how useless Hiruzen was against the kyubi.

Hiruzen is strong, but he's not in the Top 3.

Some people say they weren't as strong as before because Orochimaru had complete control over him. He may not have known about their full abilities, as Orochimaru was not alive during their time.

And if that wasn't the case, Hiruzen still wouldn't be in the top 3. I don't think Hiruzen is stronger than Tobi, considering 4 Ninjas are having trouble now. We never seen his prime, but we know he was strong.

Madara, Tobi, Nagato, and possibly Kabuto, can beat Hiruzen.
